Policy, Legal and Regulatory Framework

The component supports strengthened policy, legal, and regulatory instruments for building climate resilience at the national and county levels. At the national level, this component is led by the MoEF CCD and relevant ministries, departments, and agencies (MDAs), and at the county level, the work is led by the CoG with the support of the relevant MDAs.

 

Capacity Building

The component supports strengthened institutional and human capacity to enhance the delivery of low carbon climate resilience actions at the national and county levels. Capacity building is carried out through formal and informal training as well as peer to peer and experiential learning. This component is led by the Ministry of Education in partnership with relevant MDAs and training and research institutions.

 

Climate Finance

This component strengthens policy and regulatory frameworks for climate financing, builds the capacity of the CoG and county governments to support local climate resilience and low-carbon investments, and enhances their ability to respond to climate shocks and disasters. It also boosts county structures for climate-related sectors, finances local urban and peri-urban climate actions, incentivizes private sector investment in low-carbon and resilient initiatives, and operationalizes market-based carbon trading. Nationally, it is led by the National Treasury with the CCD and other MDAs, CoG, CGs, development partners, private sector, academia, and CSOs. County CCUs lead its implementation at the local level.

 

Community-Led Actions

This component supports established modalities for community-led local initiatives, strengthened capacity of communities to deliver climate resilience actions for improved livelihoods, financed local actions, strengthened capacity of county structures responsible for climate-related sectors, financed local urban and peri-urban climate actions, an incentivized private sector to support low carbon emissions and climate-resilient investments, and operationalized market-based mechanisms for carbon trade. The lead institutions for this component are the CoG and the CGs, in collaboration with the CCD, relevant MDAs, development partners, the private sector, academic and research institutions, and CSOs.

 

Technology And Innovation

This component supports increased access to green/ environment friendly technologies for low carbon climate resilient investments at the national and county levels, and increased ability to finance local green/environment friendly technologies at the national and county levels. The lead institutions for this component are prominent Kenyan R&D institutes, such as the Kenya Industrial Research and Development Institute (KIRDI), the Kenya Climate Innovation Center (KCIC), and the Kenya Agricultural and Livestock Research Organization (KALRO).

 

Monitoring, Reporting, And Verification (MRV+)

This component aims to strengthen structures, systems, and processes for tracking, verifying, and reporting climate finance at national and county levels. The expected outcomes are enhanced transparency and accountability for financial support, mitigation, and adaptation actions, as well as improved reporting on climate change by all national and county actors. The Climate Change Directorate (CCD) leads this component in partnership with the National Treasury and Planning (TNT&P), the Council of Governors (CoG), County Governments (CGs), and non-state actors.

 

Emerging Climate-Relevant Issues

This addresses diverse innovations and ethical dilemmas affecting climate change. Current global issues include locusts, COVID-19, landscape degradation, ecosystem depletion, the blue economy, and new partnerships. The Program will work with the World Bank and other strategic partners to develop innovative, results-driven interventions to tackle climate change and emerging regional challenges. It will also collaborate with WFP to support the government’s COVID-19 response, enhancing food security and nutrition for vulnerable urban households. These efforts align with the Government’s Post-COVID-19 Economic Recovery Strategy, promoting inclusive and sustainable growth through coordinated action with key stakeholders.
